Axion International Holdings Inc. recently shipped 500 ECOTRAX® composite ties to Calgary Transit for use in grade crossings. The agency has been an Axion customer since 2009. FreightCar America Inc. appointed Charles (Chip) Avery Jr. vice president of finance, chief financial officer and treasurer, effective Aug. 1. He succeeds Joseph McNeely, who recently was named FreightCar America's president and chief operating officer. Avery most recently served as VP, corporate controller and chief information officer at Federal Signal Corp.Georgetown Rail Equipment Co. named Walt Bleser to serve in the newly created position of director of railway asset management. Jacobs Engineering Group Inc. was named contract delivery manager for two contracts on the North West Rail Link project in Sydney, Australia. Jacobs received the tunnel and station civil works, and the surface and viaduct civil works pacts. Contract values weren't disclosed. Watkins Environmental Inc. entered into a construction agreement with Pacific Imperial Railroad Inc. (PIR) to provide "needed reconstruction concurrent with" inspections provided by J.L. Patterson & Associates Inc., according to a prepared statement. The inspections cover 57 bridges, 17 tunnels and about 70 miles of track, in compliance with the PIR's agreement with the San Diego Metropolitan Transit System to reconstruct the Desert Line from Imperial County, Calif., to Mexico-based manufacturing sites.Lochner appointed Craig Goodall vice president. He most recently served as VP for David Evans and Associates. In his new position, Goodall is responsible for expanding Lochner's multimodal transportation business, including rail and transit initiatives in the northeastern United States.
