STV Inc. promoted Scott Grogan (left) and Paul Picciano to vice presidents as part of a plan to strengthen the firm's ability to deliver complex rail and transit vehicle programs nationwide. With federal transit funding poised to reach $14.6 billion in fiscal year 2026, the appointments position STV to lead the modernization of major transit systems nationwide, company officials said in a press release. Grogan has more than 35 years of experience in engineering operations and has led multimillion-dollar transit-rail projects in major metro areas in Texas. His expertise spans rail operations, light-rail vehicle operations and maintenance, major procurement initiatives, capital project delivery and the design and oversight of critical track, signals, communication and electrification. Picciano has more than 20 years of experience delivering complex rail vehicle programs. He has advanced the firm’s vehicle practice through his work with state transportation agencies, airports and multimodal transit systems. In his expanded role, Picciano will lead vehicle procurements for major modernization programs.
The International Heavy Haul Association (IHHA) announced the retirement of longtime CEO Scott Lovelace and the appointment of Antonio Merheb as his successor. During his tenure, Lovelace played a central role in IHHA’s development, contributing to the strengthening of technical programs, expanding global collaboration and reinforcing the association’s commitment to advancing safe, efficient and innovative heavy haul railway operations, according to an IHHA press release. A long-standing member of IHHA leadership, has more than a decade of experience in railway engineering, with a focus on heavy haul operations. Prior to his appointment as CEO, he was a consultant at MRS Logistica, where he has worked for the past 12 years. The leadership transition took effect March 11.
