San Diego's North County Transit District reviewing bids for SPRINTER's university loop

Last week, San Diego’s North County Transit District (NCTD) received three bids for the next phase of the SPRINTER commuter-rail project — the San Marcos Loop.
West Coast Rail Constructors submitted the lowest bid of $24.4 million — higher than the most recent cost estimate of $20.3 million. The high bids are due to a rise in construction material costs, NCTD officials believe. The agency’s board will review bids Nov. 18.
The project includes constructing a 1.7-mile alignment from an existing right of way to serve California State-San Marcos’ campus. Work also calls for constructing five cast-in-place concrete box girder bridges — which would cross San Marcos Creek and State Route 78 — a new frontage road to provide access to properties along the alignment, and a university station featuring canopies, guard rails, access ramps, a plaza with landscaping, signage and an elevator.
In July, NCTD awarded a contract to West Coast Rail Constructors — a joint venture comprising FCI Constructors and Fluor Enterprises — to construct the 22-mile SPRINTER mainline and 14 stations. Scheduled to be complete in December 2007, the $375.5 million line will serve Oceanside, Vista, San Marcos and Escodido, Calif.
