Federal grain price index inches up for CN, CPKC for next crop year

The Canadian Transportation Agency (CTA) recently determined that the volume-related composite price index (VRCPI) for CN and CPKC will be 1.9864 for the 2026-2027 crop year that begins Aug. 1.

An inflation factor, the VRCPI is based on detailed submissions from the Class Is on their historical price information for labor, fuel, material and other capital items pertaining to grain movements, as well as forecasted future changes in rail price components. The index is increasing 0.66% and 0.65% for CN and CPKC, respectively, compared with the VRCPI in the prior crop year.

These indices will be used in determining CN’s and CPKC's maximum revenue entitlement for the movement of western grain in the 2026-27 crop year,” CTA officials said in a press release. "The maximum revenue entitlement limits the overall revenue earned by CN and CPKC for shipping regulated grain.

As part of the process of determining the annual VRCPI, the CTA examines and verifies detailed railway submissions. CTA will make its maximum revenue entitlement determinations for the 2026-27 crop year by Dec. 31.
