Surface Transportation Board recently granted Pemiscot County Port Authority conditional approval to construct a five-mile rail line at an existing intermodal port between Hayti and Caruthersville, Mo.

The decision becomes final Sept. 5 if the port authority complies with 25 environmental mitigation requirements.

In May, the board's Section of Environmental Analysis issued an environmental assessment, which concluded that the line would not significantly affect the environment if certain mitigation measures are met, according to STB's decision.
