Biscan succeeds Cochran as South Central Florida Express VP

South Central Florida Express Inc. recently named Todd Biscan vice president to succeed Sally Cochran, who retired after a more than 35-year short-line industry career, according to the American Short Line and Regional Railroad Association’s latest “Views & News” newsletter.

Biscan most recently served Florida East Coast Railway (FECR) in various capacities for the past 10 years. He was responsible for the regional’s intermodal and carload sales, customer service and trucking division, FEC Highway Services.

Owned by U.S. Sugar Corp. since 1994, the 159-mile South Central Florida Express interchanges with CSX Transportation in Sebring and Marcy, and with FECR in Fort Pierce.
