BLE, Teamsters put merger-process procedures in place

Brotherhood of Locomotive Engineers and International Brotherhood of Teamsters July 25 reached a procedural agreement governing the unions' proposed merger through ratification.
The unions established a merger committee, comprising BLE International President Don Hahs and Teamsters General President James Hoffa as co-chairs, and four subcommittees covering constitution and bylaws, legislative issues, finance, and Canada. The unions plan to appoint subcommittee members in a few days.
The merger committee over the next six months is expected to produce a merger agreement and bylaws that would establish BLE as a rail conference
within Teamsters. Once a merger agreement is reached (likely sometime in early 2003), BLE and Teamsters plan to present it to members for a ratification vote.
