The American Railway Engineering and Maintenance-of-Way Association (AREMA) has installed David Clark, director of construction engineering at CSX, as the association's 2026-2027 president. Clark was formally inaugurated on Sept. 16 at the conclusion of the AREMA 2026 Annual Conference and Expo in Kansas City, Missouri. As president, Clark will serve a one-year term leading AREMA, which is North America's largest association for railway engineering professionals with nearly 6,000 members, AREMA officials said in a press release. Clark has spent his entire three-decade rail-industry career at CSX and is a member of AREMA Committees 4 and 5. Clark previously has served Committee 5 as secretary, vice chair and chair. Additionally, he was on the AREMA Functional Group board of directors and the board of governors, most recently as senior vice president.

STV has hired Richard Mascara and Paul Salvatore as vice presidents in its national systems practice. Their appointments come as STV continues to grow its rail and transit sector. Mascara, based in Pittsburgh, will advance STV's national strategy for communications-based train control (CBTC), signaling modernization and systems integration. He brings more than 30 years of experience leading transportation programs and deploying technologies across the transit sector. Most recently, Mascara led a major transit authority's NextGen CBTC program, STV officials said in a press release. Salvatore, based in Boston, will support the growth of STV's national rail systems practice. He brings nearly three decades of experience in rail and transit systems engineering and expertise in signaling, communications, positive train control and systems integration.

Scout Robotics has added Matthew Igoe and Donald Itzkoff as strategic advisors, bringing decades of rail operations and leadership to the company. Igoe is president and chief operating officer of R. J. Corman Railroad Co.; he was previously executive vice president and chief operating officer at BNSF Railway. Itzkoff is the founder of Transport Strategies LLC and recently was chief policy officer at Patriot Rail. He also previously led global public affairs for Wabtec Corp. and served as deputy federal railroad administrator for five years.
