The Association of American Railroads (AAR) has named Stacy Linden senior vice president of law and general counsel. Linden has nearly 30 years of experience advising organizations in highly regulated industries. Most recently, she served as associate general counsel at Meta, following senior legal and compliance leadership roles at biotechnology company AgNovos Bioscience and global pharmaceutical company AstraZeneca. Linden has extensive experience navigating complex legal, regulatory, compliance and government-facing issues across a range of industries. Her work has spanned political law compliance, government ethics, regulatory transparency and corporate and environmental law, giving her a broad perspective on how organizations respond to evolving policy and regulatory challenges while advancing their business objectives, AAR officials said in a press release. 

American Industrial Transport Inc. (AITX) has appointed Peter Appel as chief executive officer, Tim Kubiak as president and chief operating officer, and Eric Eng as chief strategy officer. Appel spent 12 years as managing director, head of rail at ITE Management and served on AITX’s board for eight years. He has served as AITX’s interim CEO since November 2025. As president and COO, Kubiak will lead AITX’s commercial, operational and technology organizations. He has more than two decades of experience leading complex rail businesses, most recently as president and CEO of Wells Fargo Rail Corp. As chief strategy officer, Eng will help shape AITX’s long-term strategy, identify opportunities for growth and strengthen alignment across the business. With a background in business analytics, process improvement and financial analysis, he has worked closely with AITX for years. He most recently served as director of rail portfolio management at ITE Management. 

The American Public Transportation Association (APTA) has announced the nominees for its 2026-27 executive committee and board. Joel Young, board member of AC Transit in Oakland, California, has been nominated to serve as APTA chair; Randy Clarke, general manager and CEO of the Washington Metropolitan Area Transit Authority in Washington, D.C., was nominated as vice chair. Jannet Walker-Ford, advisory and planning business line executive at WSP USA, will continue her 2025–2028 term as secretary-treasurer. Leanne Redden will serve as immediate past chair. Seven individuals were nominated for three-year terms as members of the APTA executive committee; 12 individuals were nominated to serve three-year terms on the APTA board, six as transit system directors and six as business directors. APTA members will vote on the slate of nominees Oct. 3 during their annual meeting, held during APTA’s TRANSform Conference & EXPO in Chicago.
