Richard Kloster was sworn in as a new member of the Surface Transportation Board (STB) on June 5. Kloster was confirmed by the Senate on May 18 for a term ending December 31, 2028.
Kloster has decades of rail industry leadership experience, including in strategic planning, acquisitions and marketing. For the last 17 years, he has been the president and founder of Integrity Rail Partners Inc., a private transportation consulting company serving the rail industry.
Prior to his consulting work, Kloster worked for a major rail car lessor, several Class I and short line railroads, a rail-car fleet management company and a transportation economic forecasting and consulting firm.
He has also served on the boards of the National Industrial Transportation League and Railway Supply Institute (RSI) and holds three patents for rail car innovations. Kloster was a columnist for Progressive Railroading from 2015 until 2025.
Kloster fills a seat left vacant by former STB Chairman Martin Oberman, whose term expired in May 2024.
