Cando Rail & Terminals recently announced the appointment of Paul Duncan as chief operating officer as part of a succession plan at the company.

As COO, Duncan succeeds Steve Bromley who plans to retire at the end of the year. Bromley intends to work with Duncan through the remainder of 2025 to ensure a seamless transition, Cando officials said in a press release. As part of the transition, Bromley's position is being divided into the COO role and a new chief commercial officer role. Bromley will assist in the search for the new CCO, company officials said.

Duncan has more than 22 years of Class I experience, most recently as Norfolk Southern Railway's executive vice president and chief operating officer. He oversaw the Class I's transportation, network planning, network operations, engineering, mechanical, safety and NS police divisions.

Prior to joining NS in 2022, Duncan worked at BNSF Railway Co. for more than 19 years with responsibilities in intermodal, transportation, network operations, capacity planning and service design divisions.

"Paul is extremely well positioned to lead our service delivery and infrastructure teams across North America. His extensive service expertise, focus on safety culture and proven Class I rail record provide tremendous resources to improve Cando’s operating capabilities as we continue to grow with our customers," said Cando President and CEO Brian Cornick.
