The Sound Transit board has adopted an updated system plan that aims to address rising costs while delivering projects approved by voters in 2016 in the Sound Transit 3 (ST3) system plan.
The new system plan addresses the $34.5 billion funding gap projected over the next 20 years by prioritizing projects that can be fully funded and constructed, Sound Transit officials said in a press release. It also includes agency-wide cost-saving efforts. Agency staff will develop a new project delivery framework by the end of 2026.
It also identifies projects that can be partially funded through the planning and design phases. Construction of these projects will be deferred until additional funding becomes available. All remaining ST3 projects are on hold while the agency pursues funding.
Projects that are fully funded through construction include, among others, the West Seattle Link extension, the Tacoma Dome Link extension, the first two phases of the Everett Link extension, the initial Ballard Link extension, the TTC Tacoma Link extension and the South Kirkland Issaquah Link.
Meanwhile, Sound Transit has entered five new Sounder commuter-rail coach cars into service on the S Line. The cars are part of a $46.5 million, 11-car order from Alstom.
