MBTA solicits input on 5-year capital plan

The Massachusetts Bay Transportation Authority (MBTA) last week opened the public comment period on its proposed $10 billion capital investment plan for fiscal years 2027-2031

The plan is a rolling, five-year financial plan that funds all MBTA capital projects and activities related to to acquiring, renewing, constructing, improving or maintaining capital assets, including project planning and design, MBTA officials said in a press release.

Comments are due April 16. 

Capital projects in the proposed plan include regular maintenance, major modernization projects and improvements to the transit system's service frequency and reliability, as well as decarbonization of the system. The plan calls for over 680 projects, and includes spending $3.9 billion on rapid transit and $2.8 billion on regional rail.

Rapid transit initiatives in the plan include extending the MBTA's track improvement program; Green Line upgrades; passenger facility accessibility improvements; state of good repair and modernization of the signal system on the Red and Orange lines; and power systems upgrades.

Key initiatives proposed for the regional rail system include rail modernization planning; construction of the Widett layover facility to support a new battery-electric fleet; upgrading the signal and power infrastructure required to operate decarbonized 20-minute service along the Fairmount Line; and replacing and overhauling the aging rail fleet.
