Hawaii analyzes financial impact of Honolulu light-rail project

Hawaii Gov. Linda Lingle recently received the final report from an independent financial analysis of the proposed Honolulu light-rail project.
Conducted by Infrastructure Management Group (IMG), the report provides an “objective assessment of the overall financial impact of the rail project to Hawaii taxpayers,” according to a prepared statement. IMG conducted the analysis in September to help the state determine if it can maintain the multi-billion-dollar project over the long term.
The review included an analysis of the local costs to build, operate and maintain the line, as well as an assessment of the adequacy of general excise tax surcharge revenues and prospective federal funds. IMG also analyzed the city’s revenue forecasts for project funding.
Lingle submitted the report to the Federal Transit Administration, U.S. Department of Transportation, Honolulu Mayor Peter Carlisle and Governor-elect Neil Abercrombie.
Hawaii is proposing to build a 20-mile elevated rail line that will connect West O`ahu with downtown Honolulu and Ala Moana Center.
