Maryland DOT issues six-year $22.1 billion capex plan

The Maryland Department of Transportation on Jan. 21 released the final version of its $22.1 billion capital transportation program (CTP) for fiscal years 2026-2031.

The CTP outlines a balanced funding plan that priorities safety and reliability while driving economic growth statewide, Maryland DOT officials said in a press release.

The plan includes more $1 billion to modernize the state's light-rail system in Baltimore, a project designed to replace the existing fleet with modern vehicles as well as upgrade stations, systems and maintenance facilities. The project would be the first significant investment in the light-rail system in 30 years, Maryland DOT officials said.

Also included in the six-year CTP is a plan to rehabilitate the Port of Baltimore Dundalk Marine Terminal Berths 11-13, which is served by CSX and Norfolk Southern Railway.

The final CTP is consistent with the draft CTP released in 2025 due to the General Assembly passing about $400 million in additional transportation revenue in the last legislative session. The state DOT is using these additional state dollars as a match to unlock more federal funding, state officials said.
