Gov. Brown adds execs to California high-speed rail team

California Gov. Jerry Brown has named Joseph Hedges chief operating officer of the California High-Speed Rail Authority (CHSRA).
Hedges will ensure that all construction and engineering elements of the high-speed rail program are delivered within scope, quality standards, budget and schedule throughout the duration of the project, CHSRA officials said in a press release.
He has more than 35 years of experience in construction, engineering and project management. Since retiring as captain from the U.S. Navy Civil Engineer Corps, Hedges has served in numerous senior leadership roles.
Brown also appointed Pamela Mizukami chief deputy director. She'll serve as chief adviser to CHSRA's incoming Chief Executive Officer Brian Kelly.
Mizukami most recently served as deputy director of the California Department of Motor Vehicles' administrative services division.
"I made a commitment to the board of directors to bring in highly qualified professionals to continue the transformation of the authority from a planning organization to a strong project oversight and delivery organization," said Kelly. "Joe and Pam have the necessary qualifications to help us get this done."
CHSRA announced Kelly's appointment as CEO last week.
