Rail News: Federal Legislation & Regulation

STB approves creation of Green Eagle Railroad in Texas

The Surface Transportation Board yesterday issued a decision authorizing the construction and operation by Green Eagle Railroad LLC (GER) of a 1.3-mile rail line in Eagle Pass and Maverick County, Texas.

The line is part of a larger project proposed by Puerto Verde Holdings, the short line's parent company, to create a new trade corridor for freight traffic and commercial motor vehicles (CMV) from Eagle Pass, across the U.S.-Mexico border and into the Mexican state of Coahuila, STB officials said in a press release.

The approved line will extend from the border on the U.S. side and connect with Union Pacific Railroad near the Class I's Eagle Pass subdivision, rerouting rail and CMVs around the urban center of Eagle Pass and improving safety, security, capacity and fluidity, according to the GER.

Yesterday's decision authorizes GER to construct the rail line, subject to environmental mitigation conditions. Before construction can begin, GER must also reach agreements with UP and BNSF Railway to shift existing freight traffic going through Eagle Pass to the new line once completed. GER must provide the STB with updates on negotiations and construction progress.
