In a 34-27 vote, the House Appropriations Committee yesterday approved the fiscal-year 2027 Transportation, Housing and Urban Development (THUD), and Related Agencies Appropriations Act.
The FY27 THUD bill allocates discretionary funds of about $92 billion, which is about 10.4% less than the FY26 enacted level, committee officials said in a press release.
For the Federal Railroad Administration, the bill provides about $3 billion in budgetary resources, which is $1 billion above the FY26 enacted level. Of that funding, $2.1 billion will support Amtrak, $523 million will go toward the Consolidated Rail Infrastructure Safety Improvements (CRISI) program, $271 million will support rail safety and operations and $100 million will go toward the Railroad Crossing Elimination program.
The bill allocates $16.5 billion for the Federal Transit Administration, about $201 million below the FY26 enacted level. The bill outlines $14.6 billion in transit programs funded through the highway trust fund, $737 million for Capital Investment Grants and $973 million for Transit Infrastructure Grants, including $875 million for transit projects related to the Olympic and Paralympic Games.
Additionally, the bill outlines FY27 appropriations of $31.1 million for the Amtrak Office of Inspector General, $175 million for the National Transportation Safety Board and $40.8 million for the Surface Transportation Board.
