President Donald Trump's proposed fiscal-year 2026 budget calls for $21.2 billion for public transit, a $310 million or 1.5% increase from FY2025 enacted levels of funding, according to the American Public Transportation Association.

The budget request represents a $1 billion or 4.7% decrease from the FY2026 authorized levels under the Infrastructure Investment and Jobs Act (IIJA) of 2021, APTA officials said in a press release.

Included in the budget request is $3.8 billion for Capital Investment Grants (CIG), which fund transit capital investments including heavy rail, commuter rail, light rail, streetcars and bus rapid transit. The budget calls for more flexibility for using CIG funds by eliminating the specific IIJA allocations for New Start, Core Capacity, Small Starts and Expedited Project Delivery Pilot Program projects in FY2026, APTA officials said.

In addition to funding projects with existing federal full funding grant agreements, the budget proposes funding for 15 CIG projects in 11 states. Currently, communities are requesting more than $35.5 billion of CIG funds in FY2026 and subsequent years to fund construction of 56 projects in 25 states, according to APTA.

“APTA applauds President Trump’s historic investment in public transit and passenger-rail infrastructure in his FY2026 budget request," said APTA President and CEO Paul Skoutelas. "The proposed $21.2 billion for public transit — an increase of $310 million — and $16.4 billion for passenger and freight rail — an increase of $314 million — represent a significant commitment to strengthening our economy and building a better America."
