CSX marks start of double-stack service through Howard Street Tunnel

CSX and the Port of Baltimore commemorated the start of double-stack rail service through the Howard Street Tunnel yesterday, marking the completion of a major, multiyear investment that will strengthen Maryland's supply chain and increase container movement through the port.

The $496 million project increased the vertical clearance of the 131-year-old tunnel by lowering the track by 18 inches. Clearance was also increased at 21 other locations in Maryland, Delaware and Pennsylvania to allow double-stacked container trains passage to and from the Port of Baltimore, according to a press release from the office of Maryland Gov. Wes Moore. CSX reopened the tunnel in September 2025 after completing expansion work ahead of schedule.

"CSX CEO Steve Angel joined [Moore] and other leaders for the event, recognizing a project that strengthens the connection between the Port of Baltimore and key Midwestern markets," said CSX officials in a LinkedIn post. "This milestone will move freight more efficiently, reduce congestion along the I-95 corridor, lower emissions, support growth at the port, and create jobs — positioning Baltimore for lasting economic growth."

The project was completed under budget due to advances in construction technology and a public-private partnership between Maryland, the Federal Railroad Administration and CSX, said Maryland officials. 

Double-stack availability is expected to increase the Port of Baltimore's container business over time by about 160,000 containers annually. Maryland officials anticipate more than 13,000 new jobs will be created as a result of increased business in the region.
