The Surface Transportation Board Office of Environmental Analysis (OEA) has issued its final environmental impact statement (EIS) for the proposed Green Eagle Railroad in Maverick County, Texas.
The proposed 1.3-mile rail line is part of a larger Puerto Verde Global Trade Bridge project, which includes construction of a commercial motor vehicle crossing between Piedras Negras, Coahuila, in Mexico, and Eagle Pass in Texas, and a new commercial motor vehicle facility, STB officials said in a press release.
A subsidiary of Puerto Verde Holdings, the Green Eagle would cross the Rio Grande River on a new rail bridge and extend from the U.S.-Mexico border to an existing Union Pacific Railroad mainline. Of two alternatives, the OEA identified the "southern rail alternative" as the preferred alternative.
Although the southern alternative would have greater visual impact, it would also have less noise impacts on the surrounding community. It also includes only one crossing over Seco Creek, compared to four crossings for the northern alternative, OEA officials said.
The STB will consider the draft and final EIS and public comments in deciding whether to approve the proposed new railroad. The final EIS can be downloaded here.
