New Jersey Transit will soon issue a request for qualifications (RFQ) for special prequalification for the Northern Rail Maintenance of Way (MOW) facility project in Clifton.
The RFQ issuance is pending approval by the New Jersey state comptroller's office. The RFQ is the first step in a two-phase procurement process to find a qualified design-build team for the facility's final design, construction and commissioning, NJ Transit officials said in a press release.
The new MOW facility will replace the aging and flood-prone existing Wood-Ridge MOW facility. The new location will enhance NJ Transit’s ability to maintain the right-of-way and railroad infrastructure by providing modernized space for maintenance, servicing and repair of vehicles, NJ Transit officials said.
The project calls for demolition and environmental abatement of the existing facility and substructures; construction of three new buildings across two NJ Transit sites; site grading; the construction of new access roads and parking areas; and the coordination of site utilities and integration of maintenance equipment.
The special prequalification process will evaluate design-build teams based on their qualifications. A shortlist of the most qualified firms will be invited to move forward to the request for proposal phase.
