METROLINK TRAIN OPERATOR SERVICES
The Southern California Regional Rail Authority (Authority) is requesting proposals or the provision of rail operator services for its commuter rail service known as Metrolink.
Requests for Proposal (RFPs) may be obtained via download at: http://www.metrolinktrains.com/doing_business. Vendors must register on the website in order to download the documents, but registration is free. Electronic proposal submittals are due at 2:00 p.m. (PT) on July 3, 2020.
The Authority will conduct a virtual pre-proposal conference and facilities tour at 8:00 a.m. (PT) on June 4, 2020. Prospective proposers can respond per the RFP’s provisions, in order to receive the invitation to the virtual conference and tour.
Any Contract awarded as a result of this solicitation may be funded in part by the U.S. Department of Transportation, Federal Transit Administration. Proposers will be required to certify that they have not been suspended or debarred from participation in federallyfunded contracts. Full compliance with all applicable Safety and Health standards, DBE requirements, Equal Employment Opportunity and Americans with Disabilities Act laws and regulations will be required of the successful proposer. As a condition of financial assistance agreements between the Authority and U.S. DOT, the Authority has established a Disadvantaged Business Enterprise (DBE) Program and overall annual DBE goal in accordance with Title 49 CFR, Part 26. The Authority’s overall DBE goal for Federal Fiscal Years 2019-2021 is 12%. The Authority has established a goal of 1.1% for DBE participation on this project.
