FRA seeks public comments on U.S. dispatching location rule

Federal Railroad Administration Jan. 16 announced plans to hold a public hearing Feb. 12 at 10 a.m. in Washington, D.C., to solicit public comments on the agency’s Interim Final Rule (IFR) governing location requirements for dispatching U.S. rail operations.
FRA Dec. 11 published in the Federal Register its IFR, which would require that all dispatching of railroad operations occurring in the United States be performed in the United States, with three minor exceptions.
The public comments would help FRA officials determine possible IFR benefits and costs, and whether the administration should adopt an alternative regulatory scheme, permitting extraterritorial dispatching of U.S. railroad operations under certain to-be-determined conditions.
