Virginia Railway Express (VRE) CEO Rich Dalton last week announced plans to retire on Oct. 3. Dalton joined the commuter railroad in 2009 as chief operating officer. During his 16-year tenure, he managed the implementation of positive train control, lifecycle maintenance and the extension of VRE service to Spotsylvania County in 2015. He became the interim CEO in 2019 and was appointed permanent CEO in 2020. Most recently, Dalton led VRE through its planning process for the 2050 System Plan and Vision, which was adopted by VRE operations board earlier this month. The board will form a CEO search and selection committee.

Dallas Area Rapid Transit (DART) has hired Trenise Winters as executive vice president and chief operations officer, effective July 21. She will report directly to DART President and CEO Nadine Lee, DART officials said in a press release. Winters will lead the agency's operations teams, including light rail, bus, facility maintenance, GoLink and mobility management. Most recently, Winters worked for Metro Transit-St. Louis, where she worked on technology integration and operational efficiency.
