STV Inc. has hired Dave Diaz as senior vice president and national market leader for vehicles, systems and maintenance facilities. He will lead national strategy and delivery across fleet procurement, systems integration and maintenance facility programs. Diaz previously was involved in high-speed, commuter, heavy and light-rail fleets and facilities at the Southeastern Pennsylvania Transportation Authority, Amtrak and the Massachusetts Bay Transportation Authority.
Plasser American Corp. has hired Chad Anderson as vice president of operations. He will help drive continued growth in Plasser's innovation across the railroad industry, said Plasser officials in a LinkedIn post. Anderson previously served as VP of engineering maintenance of way, bridges and structures at CSX and spent over 20 years with CN, according to his LinkedIn profile.
HNTB has hired Michael Kilcoyne as a transit practice consultant and vice president. He will advise HNTB's transit clients on operational strategy, service reliability, organization effectiveness and performance improvement, said HNTB officials in a press release. Kilcoyne previously served as senior vice president of surface transit and general manager of bus operations at New Jersey Transit.
The National Academies of Sciences, Engineering, and Medicine has appointed Ann Brach executive director of the Transportation Research Board. She has served the academies since 1999, most recently as director of the TRB's technical activities division. Prior to joining the TRB, Brach was research and technology program manager at the Federal Highway Administration. She succeeds Victoria Sheehan, who had served as TRB executive director since late 2022.
Kentucky Gov. Andy Beshear has appointed Rebecca Goodman secretary of the Kentucky Transportation Cabinet (KYTC), effective immediately. In addition, KYTC former secretary Jim Gray will assume a part time role as special advisor to the governor on transportation. Goodman previously served as secretary of the Kentucky Energy and Environmental Cabinet, a position she's held since 2019. Goodman has more than four decades of experience in the state government, including prior roles with the KYTC as a cartographer and as general counsel.
North County Transit District's (NCTD) Deputy Chief Executive Officer and Chief General Counsel Lori Winfree has been appointed by the Surface Transportation Board (STB) to a second term on the Passenger Rail Advisory Committee (PRAC). Her three-year term will expire March 31, 2029. Winfree works with the PRAC subcommittee to identify and evaluate impediments to passenger-rail expansion and provide recommendations to the STB. She has served as secretary of PRAC for the past two years.
