RATP Dev USA has promoted Ibrahima Toure to chief operating officer. With more than 23 years in the transit industry, Toure has held both operational and commercial leadership roles, company officials said in a press release. Toure joined the RATP in 2022 as chief development officer. In his new role, he will oversee operations, maintenance, customer engagement, service delivery and operational performance. RATP has also appointed Steve Sherrer as chief development officer. Sherrer most recently served as senior vice president of operations for RATP; in his new role, Sherrer will lead business development, client growth, proposal, pricing, marketing and communications and commercial strategy functions, officials said.

FreightCar America has appointed Bradley Pickard to its board. He will serve as an independent director; the company’s board now has nine directors, six of whom are independent. Pickard’s experience includes leadership roles at Salomon Brothers, Wasserstein Perella and Houlihan Lokey Howard & Zukin, FreightCar America officials said in a press release. He has extensive transaction and advisory experience in rail, trucking and logistics, and has served on the boards of First Mercury Financial and Schurman Retail Group/Papyrus. Pickard is a managing director of Republic Partners LLC, where he has served since 2014.

The Los Angeles Board of Harbor Commissioners has added Beatrice Hsu as its newest member. Hsu replaces John Pérez, who resigned from the commission to take a seat on the City of Los Angeles Fire Commission, port officials said in a press release. Hsu was appointed by Los Angeles Mayor Karen Bass and confirmed by the city council on June 16. Hsu is the founder and principal of real-estate advisory services company BCH Group and the director and founding CEO of the nonprofit Builders Alliance. Her prior experience includes board member, board president and interim CEO for Los Angeles World Airports and senior vice president, development and forward planning at Related California, a real estate firm specializing in urban infill development, including affordable housing, mixed income housing, public-private projects and commercial mixed-use development.
