People news from NRC and Washington Legal Foundation

The National Railroad Construction and Maintenance Association (NRC) announced the appointments of Richard Carney and Bret Farmer to its board. Carney, who serves as executive vice president of track construction services with RailWorks Corp., has worked in railway construction for 35 years. Carney’s term extends through the end of 2025. Farmer, group business development manager at Granite Construction Inc., is a licensed professional engineer who has worked in the railroad construction industry for more than 30 years. Farmer’s term extends through the end of 2027. Both appointments are the result of resignations by previous board members.
Washington Legal Foundation announced that Roger Nober, former executive vice president and chief legal officer at BNSF Railway Co., has joined the foundation's advisory board. Nober retired from BNSF in December 2022 ater 16 years as EVP and CLO. He also served as a member BNSF's board. In January 2024, Nober became director of the George Washington University Regulatory Studies Center. He also is a professor of practice of public policy and public administration in GW's Trachtenberg School.
