The North County Transit District (NCTD) has promoted Chris Carrillo to security director. Carrillo, who has served NCTD for the past three years as security manager, began her new role on March 17. She will oversee the San Diego Sheriff’s Department Transit Enforcement Services Unit, security staff and code compliance inspectors, as well as control center technicians. Her department is responsible for providing security throughout the NCTD service area that includes Sprinter hybrid rail and Coaster commuter-rail lines with 23 rail stations.

Tealinc LLC, a freight rail-car owner, lessor and rail transportation solutions provider, has hired Ryan Williams as director of business development and marketing. He has 15 years of rail industry experience with focus on mergers and acquisitions, business development, logistics and operations. "With his extensive background in sales and marketing within the rail industry, we are confident that Ryan will play a pivotal role in driving the company’s expansion and enhancing customer engagement," said Tealinc President Julie Mink in a press release.

Civil engineer Judy Dittmer recently celebrated 40 years of service at Hanson Professional Services Inc.’s Springfield headquarters. Since she joined the company, she has handled site development, roadway and railroad design for many projects, including the Capital City Railroad Relocation project in Springfield, Illinois; and Paducah and Louisville (P&L) Railroad relocation for the Kentucky Dam lock addition on the Tennessee River in Kentucky. She wrote a children’s book about the P&L project titled “Gong Gong and the P&L Railroad.”

Tai Ginsberg & Associates LLC has hired Andrew Perlstein as a director of government affairs. He will assist the firm with its transportation and infrastructure, natural resources and environment, municipal and technology clients. Most recently, Perlstein served as a senior policy adviser to U.S. Sen. Ben Cardin (D-Md.), advising on matters related to highways, rail, transit, aviation, active transportation, federal buildings, economic development and water infrastructure.
