Bi-State Development appoints Messner chief audit exec

Bi-State Development Corp. has hired Crystal Messner as chief audit executive. She succeeds James Cali, who retired in August 2020. 

Messner was named to the role to develop, implement, administer and direct the agency's internal audit program, Bi-State officials said in a press release. Bi-State Development operates Metro Transit-St. Louis and its 46-mile MetroLink light-rail system. 

Messner previously served as the chief internal auditor with the Arizona Public Safety Personnel Retirement System, and held multiple internal audit positions in public service organizations in Arizona and Tennessee.
