The Metropolitan Atlanta Rapid Transit Authority (MARTA) has appointed David Springstead assistant general manager for capital development and programs. Springstead has been serving in the position on an interim basis over the past year.
In the role, he's responsible for MARTA's Strategic Transit Asset Management Plan (STAMP), which addresses the condition and performance requirements of the agency's assets and lays out a plan for how MARTA will satisfy those requirements. The goal of STAMP is to develop a long-term optimized approach to the management of the agency's assets, according to MARTA.Springstead, who has 29 years of experience with asset management, also will be responsible for MARTA's state-of-good-repair initiatives. He serves on the Federal Transit Administration's state of good repair working group and the Transportation Research Board's transportation asset management committee.As reported in Progressive Railroading's July cover story, MARTA is pursuing a host of state-of-good-repair initiatives while pushing a plan to expand its system.
