Keats succeeds Atkins as STB's general counsel

The Surface Transportation Board (STB) has appointed Craig Keats general counsel to succeed Raymond Atkins, who returned to a private law practice.

The general counsel's office provides legal advice to the board and defends the STB's actions in court, typically U.S. appellate courts.

A long-time employee of the STB and its predecessor agency, Keats had served as deputy general counsel since 2000. During his 33-year tenure in the office of the general counsel, he has briefed and argued many of the board's highest-profile cases, STB officials said in a press release.
