The Surface Transportation Board (STB) on Friday announced that Ann Begeman has been designated vice chairman to succeed Francis Mulvey, who will continue to serve as a board member. The STB's vice chairmanship rotates between the board's three members on an annual basis.

Begeman, who joined the STB in 2011, has more than 20 years of transportation policy experience. She previously served as a senior aide on Capitol Hill for 21 years, playing a key role in crafting major transportation legislation, including the ICC Termination Act that created the STB.

Begeman also was a Republican staff director for the Senate Committee on Commerce, Science and Transportation, and served as acting chief of staff and legislative director for Sen. John McCain (R-Ariz.), and legislative assistant for former Sen. Larry Pressler (R-S.D.).
