Sound Transit establishes performance audit committee

Sound Transit’s 13 board members unanimously approved a motion to create a Performance Audit Committee, which will comprise two board members, two members of the Citizen Oversight Panel (COP) and one citizen with expertise in performance auditing from each of the three counties in Sound Transit’s taxing district.
Although COP serves as the agency’s primary reviewer, it does not perform audits. Rather, COP determines how well Sound Transit adheres to its goals as stated in Sound Move, the legislation that created Sound Transit, and reviews financing plans and systems controls.
"Performance audits will bring particular focus on detailed specific areas of performance," said Sound Transit board member Kevin Phelps, one of the new committee’s architects, in a prepared statement. "It’s a different level of effort and expertise."
Executive Director Joni Earl soon will begin gathering nominations for committee members, and develop and recommend performance audit policies to guide their work.
Agency officials expect the committee to begin performance auditing in first-quarter 2003.
