New York Metropolitan Transportation Authority (MTA) officials are planning to release the draft environmental impact statement for the planned Interborough Express (IBX) in fourth-quarter 2026.
The $5.5 billion project will connect the boroughs of Brooklyn and Queens with light-rail service and has been in the design and engineering phase of development since October 2025. The design phase is anticipated to last two years.
The IBX will have 18 stops and connect with 17 MTA New York City Transit subway lines and the MTA Long Island Rail Road. The light-rail service will connect historically underserved communities in Brooklyn and Queens, significantly shortening travel times for more than 900,000 residents and a projected 160,000 daily riders, MTA officials said in a press release.
To ensure the IBX is completely accessible, the MTA is prioritizing significant accessibility projects at the four non-accessible subway stations that will connect to the IBX. MTA anticipates completing upgrades at Broadway Junction by the end of 2027, at Junius Street by the end of 2026 and at Avenue I by early 2028. Upgrades at the fourth station, Wilson Avenue, have been expedited within the 2025-2029 capital plan. A contract for the accessibility work will be awarded by mid 2027, MTA officials said.
Once the station upgrades are complete, all 18 future IBX stations will be fully accessible, with clear sightlines, tactile floor tiles leading to wide fare gates, pass-through elevators with wider cabs, level boarding, enhanced station lighting, digital signage along with audio announcements and wayfinding signage.
