FTA consolidates contracting rules

Federal Transit Administration recently streamlined transit agency procurement rules, eliminating excessive record keeping and increasing contract flexibility.
The most significant change is the addition of a tool designed to provide a more concise, page-by-page explanation of complex contract requirements. The circular would give agencies a consolidated document incorporating all procurement and contracting guidance issued by agencies during a seven-year period.
"Our goal is to strengthen the business climate by encouraging common sense approaches to contracting," said FTA Administrator Jennifer Dorn in a prepared statement.
