Caltrain outlines potential service cuts ahead of funding vote


If a sales tax measure fails, Caltrain would need to find ways to reduce a funding gap, agency officials say.

Caltrain could face significant service cuts if the commuter railroad can't get a measure to establish a new reliable funding source on November ballots and then approved by voters.

The proposed ballot measure would establish a 14-year regional tax measure to fund public transit in the San Francisco Bay area of California; about 7% of the funds would support Caltrain. If the measure qualifies for the ballot and the majority of voters approve it, the proposal is projected to fully fund the railroad's long-standing operating deficit for the duration of the law, Caltrain officials said in a press release. 

Absent a new reliable funding source such as the ballot measure, Caltrain would need to make significant service and staffing cuts, including closing more than a third of all stations, eliminating weekend service, reducing train frequency to once an hour, ending all service by 9 p.m. and shortening service segments.

Caltrain has a projected annual deficit of about $75 million from fiscal-year 2027 to FY2041. This is largely due to changing travel patterns and increased maintenance costs with the transit agency's new electric infrastructure, Caltrain officials said.

The railroad's board plans to refine FY27 budget scenarios in the coming months as to whether or not the ballot measure is on the ballots and approved in November.

Owned and operated by the Peninsula Corridor Joint Powers Board, Caltrain provides passenger-rail service from San Francisco to San Jose and commuter-rail service to Gilroy, California.
