Gateway leaders seek private-sector ideas for Hudson rail projects

The Gateway Program Development Corp. (GDC) has issued a request for information (RFI) from private-sector leaders who have planning ideas for the Hudson Tunnel and the final section of the Hudson Yards concrete casing projects.

Specifically, the RFI is seeking ideas that will help inform the planning for procurement and delivery — including potential design, construction and solutions — of the projects, GDC officials said in a press release.

"This RFI is a part of the Gateway Development Corp.'s commitment to engage private sector leaders with expertise in major infrastructure projects to seek innovations in delivering them better, faster and cheaper," said GDC Chairman Richard Bagger. "By drawing on the skill and experience of industry professionals, we plan to incorporate the best practices to ensure the best possible result."

The RFI documents and information are available on the Gateway Program website. RFI proposals are due at 2 p.m. Sept. 15.

The Gateway Program is the rail investment program created to improve current rail service and add new capacity for a critical section of the Northeast Corridor.

The Hudson Tunnel Project and final section of the Hudson Yards concrete casing comprise Phase 1B of the Gateway Program. The Hudson Tunnel Project includes the construction of a new two-track Hudson River rail tunnel from New Jersey to Manhattan that will directly serve Penn Station.

The project also includes the rehabilitation of the 106-year old, existing North River Tunnel, which was heavily damaged during Hurricane Sandy in 2012. The final section of the Hudson Yards concrete casing completes a project to preserve the right of way for a future tunnel to Penn Station.

The GDC is a New Jersey-based nonprofit entity established to oversee and deliver the Gateway Program.
