WMATA names Scott, Goodine to executive posts

Washington Metropolitan Area Transit Authority April 25 named William Scott II assistant general manager for the newly named office of workforce development and diversity programs; and Fred Goodine, AGM for the newly named office of system safety and risk protection.

Scott joined WMATA in 1998 as director of the employee and labor relations office. Prior experience includes a stints as labor relations executive for the U.S. Postal Service and director of Howard University’s first labor relations office.

The offices of human resources, civil rights, labor relations and organizational development now will report to Scott, who reports directly to WMATA Chief Executive Officer Richard White.

Goodine joined WMATA in 1997 as chief safety officer, following more than 20 years’ experience in multi-modal transit operations and safety programs at Massachusetts Bay Transportation Authority, where he directed a 21-person staff responsible for system, operations, occupational, construction and environmental safety.

The offices of loss control and workers’ compensation under risk protection, and office of quality assurance now will report to Goodine, who will continue to oversee safety issues throughout the authority and report directly to White.
