Caltrain proposes 20-year plan


Caltrain officials recently released a 20-year strategic plan outlining service strategies and capital improvements designed to guide policy makers, Caltrain staff and the public.

The plan includes a summary of the service plan, which details service characteristics, policies and budget requirements; a synopsis of the capital improvement program, including policy and project priorities; and financial plan strategies.

During the next 20 years, Caltrain aims to become the preferred mode of transportation along California’s Peninsula Corridor by offering convenient and efficient service, and acting as a catalyst for redevelopment and economic activity, and playing a role in mobility management along the corridor, according to a prepared statement.

Caltrain officials have developed guiding principles to provide a policy framework for achieving goals: building ridership, investing in system improvements, promoting regional connectivity and cooperation with other transportation providers, partnering with communities and broadening communication with the public, and developing a solid financial foundation.

The strategic plan also includes multiple scenarios for Caltrain’s future and the level of investment required to achieve them.

Agency officials now must decide which scenario should be pursued, if service levels should be determined by financial resources or the market, if Caltrain should follow an accelerated rehabilitation schedule, and the level of capacity improvements the agency should invest in to improve headways and reliability.
