Reason for increase: Increased installations of continuous-welded rail (CWR).

Rail: Total of 353 miles of CWR.

Major rail projects: Build 32,000 track feet of new track, including 4 sidings and 3 yard expansions.*

Sidings: Install Sylacauga siding for Eastern Alabama Railway and Pierre siding for Rapid City, Pierre & Eastern Railroad (totaling 1,600 track feet). Also, install 13,250 track feet of siding capacity at Effner and Hoosier Lift in IL and IN for Toledo, Peoria and Western Railway as part of CRISI-funded project.*

Turnouts/crossovers/special trackwork: Replace 86 turnouts and 2 diamonds.

Watco has obtained a federal Consolidated Rail Infrastructure and Safety Improvements Program grant to improve bridges and track-related components on the Blue Ridge Southern Railroad’s 72-mile network.

Sidings: Build customer sidings in Twin Falls, ID, Newton, KS, Lawton, OK, and several other locations.

Facilities: Expand yards in Greensport, TX, Savannah, GA, and Cheyenne, WY.

Other major 2025 projects: Rail expansion for unit train loading/unloading in Fort Saskatchewan, Alberta, Donaldsonville, LA, Corpus Christi, TX, and Ardmore, OK.

2026 MOW budget: $43.2 million (including grants)

2025 MOW budget: $41.5 million

Sidings: Build a new 1,100-foot siding on the Vermillion Valley Railroad.

Turnouts/special trackwork: Perform 299 miles of brush cutting; build numerous commercial growth sites across portfolio of railroads, including a transload facility in Westfield, MA; and phase 2 construction of the North Florida Industrial Railroad in Lake City, FL.

Grinding/surfacing: Surface 211 miles, grind 349 miles.

Ties: Replace or install 214,000 wood ties.

Bridge work: In-kind replacement of timber components plus 2 large projects, including a total bridge replacement on the Grenada Railroad and major concrete work on bridge pier on the Camp Chase Railway, $3.7 million.

Facilities: Rehab an office for the Hondo Railroad.

MOW equipment to purchase/lease: 1 grapple truck for Grenada Railroad; and 1 MOW section truck and 1 roadmaster truck for Florida Gulf and Atlantic Railroad.

Belt Railway Co. of Chicago

2026 MOW budget: $28 million capital/$21.7 million operating

2025 MOW budget: $22 million capital/$20.9 million operating

Reasons for increase: Higher labor spend of about 4% due to national contract negotiations, increased cost of materials and the full cost of a bridge replacement is included in 2026.

Rail: Replace or install 1.5 miles of CWR.

Turnouts/special trackwork: Replace 16 turnouts and 2 diamonds.

Grinding/surfacing: Grind 50 miles and surface 10 miles.

Ties: Replace or install 12,000 wood ties.

Ballast: Install 2,000-plus tons.

Bridge work: One full bridge replacement, includes 2 wood bridge decks, $500,000 (in other maintenance); bridge project work bid in March and maintenance work to bid in summer.

Facilities: Install final 18 hydraulic skate retarders as part of IDOT noise abatement project at the Clearing Yard, 56 will be installed through the project along with about 22,000 lineal feet of rail.

MOW equipment to purchase/lease: Purchase backhoe and 6 trucks.

Alaska Railroad Corp.

MOW (roadway maintenance) budget for 2026: $27.3 million capital track rehabilitation; $27.1 million operating maintenance budget, not including capital; $250,000 for rip-rap; $250,000 for yard and branch improvements; and $1.8 million for culvert rehabilitation and replacements

MOW (roadway maintenance) budget for 2025: $28.2 million capital track rehabilitation; $24.8 million operating maintenance budget, not including capital; $400,000 for rip-rap and drainage maintenance; $400,000 for yard and branch improvements; and $1.04 million for culvert rehabilitation and replacements

Note: Some of the budget rose due to increased cost of materials.

Rail: Replace or install about 12.5 miles of rail, includes replacing 11 miles of 115-pound rail with 115-pound relay rail and upgrading 1.5 miles of 115-pound rail to 141-pound rail as part of curve patch program.

Grinding/surfacing: Surface 142 miles (750,000 track feet).

Ties: Replace or install 43,000 timber ties.

Ballast: Install 42,000 tons.

Bridge work: The 2026 bridge program is budgeted at about $15 million and includes replacement and rehab/repair projects. Among the 25 replacement projects: Replace 4 structures north of Seward; replace a 6-span, 647-foot structure over Chena River near Ft. Wainwright; replace a 5-span, 308-foot deck girder bridge with a 3-span, 360-foot steel beam bridge over Eagle River north of Joint Base Elmendorf-Richardson; replace a triple-span, 369-foot pony truss bridge with 175-foot steel plate girder and 2 65-foot steel spans over creek north of Denali Park entrance; replace 123-foot pony truss bridge with 2 79-foot beam spans and 1 30-foot beam span over Ship Creek in Anchorage yard; replace a 123-foot pony truss bridge and a 14-foot timber trestle with a 125-foot steel thru-plate girder bridge over creek near Healy; and replace a 125-foot pony truss with a 125-foot thru-plate girder on bridge over Noyes Slough east of Fairbanks yard.

Among the 11 bridges to be rehabbed or repaired: Rehab components to strengthen 1,300-foot, 12-span bridge over Tanana River in Nenana; 870-foot, 9-span bridge at Hurricane Gulch; 718-foot. 8-span bridge over Snow River north of Seward; and 256-foot, 5-span bridge over Placer River south of Portage. And repairing or replacing rivets, diaphragms, bearings, seats, ties, plates, guard rails, signage and other elements at bridges over Portage Creek near Portage, Big Susitna River north of Curry and Nenana River.

MOW equipment to purchase/lease: Lease spike puller and mag crane.

Conrail

2026 MOW budget: $23 million

2025 MOW budget: $23.1 million

Reason for slight decrease: Budget is consistent with planned spending forecast.

Rail: Replace or install 12.95 miles of rail with 136RE CWR (standard and head harden rail).

Major rail project: New wye track, Port Reading Secondary, Woodbridge, NJ, $3.2 million.

Turnouts/special trackwork: Replace 14 turnouts and 3 diamond panels.

Grinding/surfacing: Grind 100 track miles and surface 32 track miles.

Ties: Replace or install 31,280 wood ties.

Ballast: Install 2,000 tons.

Bridge work: PLC and drives work, P&H Line, CP Hack, Jersey City, NJ, $650,000; and PLC and drives work on Rahway Bridge, Garden State Secondary, in Rahway, NJ, $600,000.

Facilities: Replace modular building at Oak Island Car Shop Office, Newark, NJ, $500,000.

MOW equipment to purchase/lease: TRIPPS tie inserter and plate jack machine.

In 2026, the Belt Railway expects to install 1.5 miles of continuous-welded rail, grind 50 miles of track, and replace 16 turnouts and two diamonds.
Belt Railway Co. of Chicago

Lake State Railway

2026 MOW budget: $17.9 million

2025 MOW budget: $5.6 million

Reason for increase: Timing of grant work and initiation of FY23-24 CRISI grant work.

Rail: Replace or install 10.7 miles of new 115-pound CWR

Ballast: Install 40,000 tons.

Bridge work: Perform bearing work on 3 bridges on Huron Sub, $550,000.

Tacoma Rail

2026 MOW budget: $16 million

2025 MOW budget: $16 million

Rail: Replace or install a half mile of 115RE jointed rail.

Turnouts/special trackwork: Install 1 crossover and 4 switches.

Grinding/surfacing: Surface about 2 miles.

Ties: Replace or install about 1,000 hardwood ties.

Ballast: Install about 500 tons.

Facilities: Several small yard track projects that include relay rail, tie changeouts and replacing grade crossings.

MOW equipment to purchase/lease: 2 F550 equivalent work trucks.

Patriot Rail Co.

(31 regionals/short lines)

2026 MOW budget: $13.6 million

2025 MOW budget: $14.9 million

Reason for slight decrease: CRISI grant awards have enabled the company to reduce its roadway maintenance spend.

Note: Heavy emphasis of work in 2026 will be on West Region properties; work in Central and East regions primarily will be completed through federal CRISI grant projects.*

Rail: Install or replace 23,394 lineal feet of relay jointed rail. Also, install 94,050 lineal feet of rail in Central and East regions (part of COHORTS CRISI grant project involving 8 railroads) and more than 300,000 lineal feet of rail for Napolean, Defiance and Western Railroad (CRISI grant project).*

Sidings: Build 1,450-foot siding near Biglerville, PA, for Gettysburg and Northern Railroad (state grant work); and construct 3,300-foot siding for Napolean, Defiance and Western Railroad (CRISI grant project).

Turnouts/special trackwork: Replace 8 turnouts. Also, install 28 turnouts in Central and East regions (part of COHORTS) and 9 turnouts for the Napolean, Defiance and Western Railroad (CRISI grant project).*

Grinding/surfacing: Surface 20 miles. Also, surface 917,720 track feet in Central and East regions (part of COHORTS); 227,184 track feet for Napolean, Defiance and Western Railroad (CRISI grant project); and 65,000 track feet for the Georgia Southern Railway (CRISI grant project).*

Ties: Replace or install 19,500 grade 3 wood ties. Also, install 80,100 ties and 1,716 switch ties in Central and East regions (part of COHORTS); 9,000 ties for the Napolean, Defiance and Western Railroad (CRISI grant project); and 6,000 ties for the Georgia Southern Railway (CRISI grant project).*

Ballast: Install 5,000 tons, Also, install 47,920 tons in Central and East regions (part of COHORTS); 10,840 tons for Napolean, Defiance and Western Railroad (CRISI grant project); and 3,000 tons for the Georgia Southern Railway (CRISI grant project).*

Bridge work: Replace stringers, deck ties, caps and headwalls and perform other structural repairs across the network. Also, rehab a bridge for the Georgia Southern Railway (CRISI grant project).*

Major rail projects: Construct about 19,000 lineal feet of relay track and install 8 turnouts for Salt Lake Garfield and Western Railway; perform tie, ballast and surfacing work in Mt. Pleasant yard and on adjacent mainline for Tennessee Southern Railroad; install 10,560 lineal feet of rail for Garden City Western Railway; and install 7,000 grade 3 ties for Napolean, Defiance and Western Railroad (new construction and state grant work).

Bridge work: Continuation of 2019 CRISI grant bridge replacement project, perform work in 2026.

RRVW trains carrying rail will be busy this year because the more than 500-mile regional will be replacing 72- to 85-pound conventional jointed rail with 115RE rail.
Red River Valley & Western Railroad Co.

MOW (roadway maintenance) budget for 2026: $9 million

MOW (roadway maintenance) budget for 2025: $8.5 million

Reason for slight increase: Higher engineering costs for future projects and demolition of structures to make room for future rail yards.

Rail: Replace or install 1 mile of jointed rail and CWR.

Major rail project: Construct new 1-mile rail spur for rail service for existing Port of New Orleans customer, $1.3 million, start in late May.

Turnouts/special trackwork: Replace 14 turnouts and 3 diamond panels.

Grinding/surfacing: Grind 100 track miles and surface 32 track miles.

Ties: Replace or install 10,000 wood/steel ties.

Ballast: Ongoing timber replacement and repairs to deck truss system.

Bridge work: PLC and drives work, P&H Line, CP Hack, Jersey City, NJ, $650,000; and PLC and drives work on Rahway Bridge, Garden State Secondary, in Rahway, NJ, $600,000.

MOW equipment to purchase/lease: 1 welder’s truck.

Iowa Interstate Railroad LLC

2026 MOW budget: $8.98 million maintenance; $25.04 million capital

2025 MOW budget: $8.77 million maintenance; $20.64 million capital

Reason for increase: Due to expanding Pietrandrea Yard in Silvis, IL.

Rail: Replace or install about 5 miles of curve rail (2.5 track miles), primarily curve rail in CWR.

Major rail project: Expand Pietrandrea Yard in Silvis, IL, includes constructing about 19,000 feet of track and installing about 8 turnouts. Turnouts/crossovers/special trackwork: Replace 1 mainline turnout and upgrade 7 turnouts with new switch point/stock rail packages.

Turnouts/special trackwork: Replace 14 turnouts and 3 diamond panels.

Grinding/surfacing: Grind 374 miles (completed earlier this year).

Ties: Replace or install 51,000 ties.

Ballast: Install about 48,000 tons.

Bridge work: A large assortment of bridge projects systemwide, including span replacement, steel repairs, concrete repairs and some deck replacements totaling $4.3 million.

Red River Valley & Western Railroad Co.

MOW (roadway maintenance) budget for 2026: $7.9 million

Reason for increase: Assumed 3% inflation year over year and planned tie work increased to 18,400 ties versus 17,500 ties last year.

Rail: Replace or install 4 miles of relay rail on sidings/mainline.

Major rail project: Relay conventional (jointed) rail 115RE, replacing 72- to 85-pound rail.

Sidings: Secondhand rail relay in Breckenridge Yard, relay 2 yard tracks totaling 7,300 feet, $300,000, start in Q2.

Turnouts/special trackwork: Replace 10 mainline turnouts in 2nd sub CRISI grant project, 31 miles.

Grinding/surfacing: Surface 60 miles.

Ties: Replace or install 18,300 wood ties (RRVW program) and 14,500 wood ties (grant).

Bridge work: Repair 12 bridges (all timber repairs), includes 6 in 3rd sub, 3 in 4th sub and 1 each in 2nd and 6th subs and Chaffee Line, start in July.

Facilities: New building for Kindred Section in Kindred, ND.

MOW equipment to purchase/lease: Signal maintainer truck, $125,000.

In 2026, North Shore Railroad expects to install 10,400 tons of ballast in various locations for its six short lines.

Reason for decrease: Timing of CRISI grant awards and funds becoming available from the Tennessee DOT for our lines in that state.

Sidings: Add sidings in Alamo, Texas for Rio Valley Switching Co. (RVSC); and add yard tracks for RVCS (trade zone) and San Pedro Valley Railroad in Benson, AZ.

Major rail project: 5-to-1 interchange connection project in Glendale (New York City).

Ties: Replace or install 13,700 ties and 750 switch ties across all railroads.

Twin Cities & Western Railroad

2026 MOW budget: $5.3 million

2025 MOW budget: $5.2 million

Reason for increase: Expense forecasted to increase 2% in 2026, key cost drivers included inflation forecasted at 3%, offset by the cost of ties decreasing by 4%.

Turnouts/special trackwork: Replace 4 mainline turnouts.

Grinding/surfacing: Surface 30 miles.

Ties: Replace or install 12,000 grade 4 mainline timber ties.

Ballast: Install 15,000 tons.

Bridge work: Repairs on 2 bridges in Glencoe Sub, includes headwall and piers/columns, $250,000, start in Q2 or Q3.

MOW equipment to purchase/lease: Purchase 2 trucks, a section truck and welding truck.

Mississippi Export Railroad

MOW (roadway maintenance) budget for 2026: $4,256,742

MOW (roadway maintenance) budget for 2025: $4,022,985

Major rail project: Build 3,000-foot storage track in North Yard, was set for completion by March’s end, $880,000.

Rail: Replace or install 12.95 miles of rail with 136RE CWR (standard and head harden rail).

Grinding/surfacing: Surface 10 miles.

Ties: Replace or install 5,400 wood ties.

Ballast: Install 2,000 tons.

Bridge work: Replace top chord, $460,000, complete in December; and comprehensive bridge evaluation was to be completed in March.

Facilities: New tank car qualification shop, total track construction cost of $2 million, began last year and complete in December.

Sierra Northern Railway

MOW (roadway maintenance) budget for 2026: $3.5 million

MOW (roadway maintenance) budget for 2025: $10 million

Reason for decrease: Finished 2019 CRISI grant work as well as RRIF loan work and are now back into a regular maintenance program.

Rail: Replace or install 1.5 miles of new 115-pound rail in 80-foot sticks.

Ties: Replace or install 3,600 IG hardwood ties.

Ballast: Install 30,000 tons.
