PANYNJ chairman appoints special committee to review agency practices

Port Authority of New York and New Jersey Chairman David Samson has appointed members of a special committee to conduct a full review of the authority’s past and current government, management and financial practices, PANYNJ officials said in a prepared statement.

The committee was established in response to the direction of New York Gov. Andrew Cuomo and New Jersey Gov. Chris Christie as part of PANYNJ’s toll and fare increases.

“In addition to reviewing capital project spending and operating costs for organizational effectiveness, we will consider more creative funding approaches to priority projects,” said Samson.

The committee will conduct:

• a “comprehensive” analysis of the authority’s 10-year capital plan to reduce the size and cost of non-revenue-producing projects, reprioritize existing projects and establish new priorities;

• a review of the authority’s capital projects and spending over the past 20 years to determine the causes and full extent of, as well as possible remedies to, project cost escalations; and

• a review of the authority’s organizational structure and effectiveness, staffing levels, compensation and benefits, and financial management.
