STB requests update on CSX operations


The Surface Transportation Board (STB) late last week requested that CSX provide a detailed update on the ongoing implementation of its new operating plan and efforts to "restore reliable rail service to customers."

In a Dec. 14 letter to CSX President and Chief Executive Officer E. Hunter Harrison, the board asked for a report on the company's progress since the STB held a "public listening session" in October to hear from shippers and stakeholders that have complained about CSX's service problems.

STB officials sent the letter prior to CSX's announcement that Harrison died Dec. 16 due to "unexpectedly severe complications from a recent illness." CSX Chief Operating Officer James Foote has been named acting CEO.

The board wrote that while the company has made noticeable improvement in several key performance measures, "other metrics, such as car order fulfillment and local service performance, have lagged when compared to 2016 and first-quarter 2017."

As a result, the board requested CSX provide a detailed update addressing car order fulfillment, local service performance, car trip plan performance, communication with shippers, and the railroad's modifications to its operations in and around Chicago.

Moreover, board members asked to be informed of any major operating changes at CSX in 2018. They also requested an in-person meeting with Foote.
