The U.S. District Court for the District of Columbia last week denied a nonprofit group's petition for a preliminary injunction against the U.S. Department of Transportation in an attempt to stop CSX Transportation from reconstructing the Virginia Avenue rail tunnel in Washington, D.C.The ruling was issued in response to the Committee of 100 on the Federal City, a nonprofit urban planning and historic preservation organization that questioned the validity of the project's final environmental impact statement filed in June 2014. The judge ruled that the proposed project met federal environmental requirements.CSX owns the 111-year-old tunnel, which provides rail transportation through and under the D.C. neighborhood of Capitol Hill. The Class I's $170-million project calls for demolishing the existing tunnel and building two higher tunnels that will allow for double-stacked trains to pass through. The project is designed to help alleviate freight delays in the area.
