C&S Spending Report 2025

In January, the Federal Railroad Administration (FRA) issued more than $1.1 billion in Railroad Crossing Elimination program grants to help fund projects in 41 states involving more than 1,000 grade crossings. It was the largest investment in grade crossing safety in the FRA’s history.
States continue to provide funding for crossing safety, too. For example, the Illinois Commerce Commission (ICC) in March approved a five-year safety improvement program that will provide more than $400 million for upgrades at 963 crossings in fiscal years 2026 to 2030.
The program will provide funds to Class Is, regionals and short lines to build or reconstruct grade separations and perform other crossing work, such as upgrades to lighting, gates and automatic warning devices.
The program is an essential tool for improving the state’s rail infrastructure and reducing the risk of crossing collisions, said ICC Commissioner Michael Carrigan in a press release.
Bolstering crossings is part of freight and passenger railroads’ communications and signals (C&S) agenda each year. Our eighth annual C&S Spending Report reveals quite a few crossing projects pegged for this year, as well as other key improvements and upgrades in the sector.
Below, 38 railroad entities share their C&S work slates and/or budget figures for 2025, divided into separate freight and passenger railroad sections.
Freight Railroads
