Amtrak has announced the recipients of the first round of grants awarded through its $50 million Community Investment Program (CIP) linked to the B&P Tunnel Replacement project.
Grants will go to 11 west and central Baltimore organizations to support workforce training, neighborhood improvements, youth programs, historic preservation and other initiatives.
The B&P Tunnel Replacement Program, Amtrak’s largest-ever infrastructure investment, entails construction of a new rail alignment and modern tunnel to replace the more than 150-year-old B&P structure. The project will construct two new tunnels for electrified Amtrak and Maryland Area Rail Commuter (MARC) passenger trains, a new fully accessible West Baltimore MARC Station, 10 miles of rail infrastructure upgrades, and local street and bridge improvements along the alignment, Amtrak officials said in a press release.
The CIP is part of Amtrak’s commitment to mitigating construction impacts in the community over the estimated decade-long construction period. Additional mitigation activities include sound barriers, noise and vibration monitoring, extensive community outreach to identify and address any issues that arise, and more.
“As Amtrak continues its work to replace the B&P Tunnel, these community grants ensure that Baltimoreans will see their share of benefits from this critically important infrastructure project,” said Rep. Kweisi Mfume (D-MD). “Though this project has state-wide and national significance, the day-to-day impacts of construction will be felt most directly by the people of West and Central Baltimore. These funds ensure that the people in our communities are involved and invested in the process from start-to-finish.”
The initial list of selected grant recipients includes community development initiatives that provide computer and workforce skills training; after-school programs providing mentoring, academic enrichment and high school readiness; facilities improvement in schools, parks and streetscapes; and historic preservation.
The next round of CIP applications will open in spring 2027.
