Updates from Talgo, RailComm and Parsons Brinckerhoff

• Talgo has obtained a framework agreement with the Russian Railway Institute VNIIZht (RZD) for the development of a Talgo train with Spanish technology tailored for the Russian market, Talgo officials said in a prepared statement. RZD plans to replace 5,000 obsolete sleeping cars during the next five years. The agreement would position Talgo to sign a commercial contract for the purchase of most of the cars, provided the manufacturing is done in Russia, Talgo officials said.

• RailComm has been chosen to install its Domain Operations Controller (DOC®) train control system for the Paducah & Louisville Railway Co. The DOC system will feature functionality for Track Warrant Control and Centralized Traffic Control through RailComm’s web-enabled software-as-a-service (SaaS) delivery method, RailComm officials said in a prepared statement. SaaS provides a “pay-as-you-go” model by hosting the applications in a “Cloud,” thus eliminating capital equipment procurement constraints, they said. Trains can be remotely dispatched by Paducah & Louisville wherever an Internet connection is available, RailComm officials said.

• Parsons Brinckerhoff named Richard Smith a senior supervising estimator in San Francisco. He will serve as the lead estimator for the California high-speed rail project. Smith has more than 37 years of experience in the planning and execution of major infrastructure and transportation projects, including developing feasibility studies, conceptual and detailed design planning and management, project controls management, conceptual and detailed estimating, claims analysis and dispute resolution services for a broad range of construction projects.  Prior to joining Parsons Brinckerhoff, he worked for several major engineering and construction firms, performing constructability reviews and resolving disputes.
