STB drops pre-Conrail-split rate complaint per utility's request

Surface Transportation Board Nov. 28 dismissed a shipper's rate complaint that dates back to the Conrail era.
Northern Indiana Public Service Co. (NIPSC) requested that STB drop the complaint — filed in March 1998 — because the utility reached an agreement with Norfolk Southern Railway, which in June 1999 obtained the line in question after the Conrail-split with CSX Transportation.
NIPSC had asked STB to establish a reasonable rail rate for unit-train coal moves from then-Conrail's Union Pacific Railroad interchange at Momence, Ill., to NIPSC's Wheatfield, Ind.-area generating plant.
NS and NIPSC were close to negotiating an agreement pre-Conrail-split in March 1999; STB has been holding the complaint in abeyance since that time.
