El-Sibaie will be responsible for planning, directing and overseeing the safety activities and standards of all departments to achieve continuous improvement in employee and passenger safety, including the railroad's Safe-2-Safer behavior-based cultural safety program, Amtrak officials said in a prepared statement. In addition, he will oversee the railroad's compliance with safety regulations and participation in industry safety programs.
El-Sibaie has more than 20 years of experience in railroad engineering and technological applications to maintain and improve rail safety and operational efficiency, including stints at the Federal Railroad Administration and Association of American Railroads. He moat recently was an associate administrator of the U.S. Department of Transportation Pipelines and Hazardous Materials Safety Administration, where he managed and directed programs governing the transportation of hazardous materials by rail and other modes.
McDonough will be responsible for collecting and analyzing operations performance metrics, performance improvement planning, budgeting and administration, and overseeing operations technology to ensure integration across new business lines being established under the railroad's strategic plan, Amtrak officials said.
Since joining Amtrak in 1981, she has held a variety of senior positions, most recently as chief of business operations and technology. McDonough previously served Consolidated Rail Corp. in various field and office positions.
