SMART awards $21.7M contract to Stacy Witbeck/Herzog JV for passenger-rail extension

The Sonoma-Marin Area Rail Transit District (SMART) has awarded a $21.7 million construction contract to a joint venture between Stacy Witbeck and Herzog to construct 9 miles of new passenger-rail track from Windsor to Healdsburg, California.

The extension is part of SMART's passenger-rail service in Sonoma and Marin counties. The extension project will bring passenger rail service to Healdsburg for the first time in decades and will bring SMART one step closer to completing the tracks between the cities of Larkspur and Cloverdale, SMART officials said in a press release.

The Healdsburg extension will be delivered through a phased contracting process starting with the Phase I award. SMART has secured $269 million in federal, state, regional and local transportation grant funds to complete work from Windsor through to the northern city limit of Healdsburg.

The contract with the joint venture will deliver the extension through a progressive design-build approach, which integrates design and construction to accelerate delivery. Construction on the extension is scheduled to begin in January 2026 and be completed by late 2028, SMART officials said.

The contract includes options to continue work north of Healdsburg if additional grant funding is obtained. Project work includes construction of 9 miles of track between Windsor and Healdsburg, a new SMART station in Healdsburg, an extended multiuse pathway along the rail corridor, improvements to grade crossings, removal and rehabilitation of aging bridges and the installation of modern train control, signaling and communications systems, SMART officials said.
